Your direct access to the Greek healthcare system
Greek Social Security Number (AMKA)

Your direct access to the Greek healthcare system
Greek Social Security Number (AMKA) | Without the AMKA, access to the healthcare system and labor market in Greece is closed. In most cases you will first need a Greek tax number (AFM).
And that’s exactly where the stress starts for many. Because on paper it all sounds simple – in reality, it often looks very different.
For an overview of all steps – from planning to everyday life in Greece – read the guide Moving to Greece.
If you are moving to Greece as a retiree, the 7 % flat tax scheme for retirees is also worth a look.
What do I need the AMKA for in daily Greek life?

AMKA at a glance
The AMKA is your Greek social security number. Without it, there are no electronic prescriptions, no access to the public health system and no work in Greece. Since 2023, issuing and activating the AMKA are two separate steps: an AMKA that has only been issued is not yet active. This page reflects the situation as of October 2026.
Who needs an AMKA
- Employees and self-employed people in Greece
- Pensioners who use the Greek health system with form S1
- Family members insured through an insured person
- Anyone who sees a doctor or needs prescription medicine in Greece
Step 1: Getting the AMKA issued
The AMKA is issued in person at an office of the social security institution e-EFKA or at a citizen service centre (KEP). You can also send an authorised person. The procedure is free of charge and usually quick. You receive the certificate immediately.
You need:
- a valid ID card or passport
- Greek tax number
- if represented: a power of attorney with a certified signature
An online application has been announced by law but not yet implemented. Guides on the internet that promise an online application should therefore be read with caution.
Step 2: Activating the AMKA
To activate the AMKA, you need to prove two things:
- Your residence in Greece, for example with a rental contract, proof of ownership, an employment contract or proof of tax residence.
- Your right of residence, usually with the registration certificate for EU citizens. Depending on your situation, form S1 or A1 is added.
The registration certificate for EU citizens
Pensioners and other non-working people obtain the registration certificate from the police. You need your ID, photos, proof of address, proof of sufficient means and health insurance cover. The certificate is valid indefinitely. Plan this appointment before activating your AMKA.
Pensioners with form S1
If you receive a German pension and are insured through a German health insurer, it is best to apply for form S1 before you move. In Greece, the S1 is registered with e-EFKA, and an AMKA is required for this. After that, you use the public health system. More about tax for pensioners in the article on the 7% flat tax.
AMKA, tax number and insurance number: the difference
- Tax number (AFM): for taxes, contracts and banking. Issued by the tax authority AADE.
- AMKA: for health care, prescriptions and work. Issued by e-EFKA or a KEP.
- Insurance number (ΑΜΑ): for contributions when employed. Issued by e-EFKA.
Common mistakes
- Having the AMKA issued but not activated.
- Going to the appointment without a tax number.
- Pensioners forgetting the registration certificate from the police.
- Relying permanently on the European Health Insurance Card instead of registering the S1.
